答：原产地证书应该是由货物的出口商，在工商注册所在地的贸促会注册申请。

A: The certificate of origin should be registered by the exporter of the goods at the council for the Promotion of International Trade (CCPIT) where the trade is registered.

2、一般原产地证和优惠原产地证的区别是什么？

2. What is the difference between a General certificate of origin and a Preferential certificate of origin?

答：企业使用一般原产地证清关时，只能享受基准税率缴纳关税；企业使用优惠原产地证书清关，可以根据协约国制定的协定税率缴纳关税，享受关税优惠。

A: Enterprises can only pay customs duties at the base rate when using general CERTIFICATE of origin; Enterprises using preferential certificates of origin for customs clearance may pay customs duties according to the agreed rates formulated by the entente countries and enjoy preferential customs duties.

3、我会出具的证书和海关出具的原产地证书不同在哪里？

答：两者出具的证书格式略有不同，内容完全一样，证书的法律效力也是等同的。区别在于：如果国外客户或相关机构要求中方客户提供商会出具的原产地证书，则只能由我会系统签发才能被认可；如果国外客户或相关机构要求中方客户提供海关出具的原产地证书，则只能由相应地方的海关出具。
