领事馆认证具有以下几个方面的作用：

Consulate certification has the following roles:

（1）通过领事馆认证证明出口商所提交的单据文件上的印章及签字真实，从而向境外机构起一种证明和介绍作用，不致因进口国有关机构怀疑单据文件的真实性而影响该单据文件在境外的使用效力。

但是，由于领事馆认证并没有确认和证实单据文件上记载的内容是否真实，所以进口国相关机构仍然可以对单据文件的内容进行审查，以确认能否被进口国所接受。

如果经进口国审核，单据文件内容不真实，尽管该单据文件经过领事馆认证，仍可能被拒绝接受。

If the contents of the documents are not true after the examination of the importing country, they may be rejected even though the documents have been certified by the consulate.

（3）通过领事馆认证可以使进口国的驻华使馆对我国与其贸易进行统计和审查，特别是就进口国实行特殊贸易政策的货物实施审查并加以控制（如禁止或限制进口|反倾销等）。

而且通过领事馆认证可以防止商人的伪造诈骗|弄虚作假和逃税行为。

（4）由于领事馆认证费用较高，因而从某种意义上说，是一种非关税性贸易壁垒，也可以达到变相限制进口的目的。

同时，通过领事馆认证收取认证费用，也可以增加使领馆的收入。
