核查流程

进口方海关会以书面形式（核查函）提出核查请求，并随附相关的原产地证书复印件，如果不是随机核查，还会说明核查的详细原因。

The import customs will make the inspection request in writing (inspection letter) with a copy of the relevant certificate of origin and, if not a random inspection, the detailed reasons for the inspection.

出口方海关应自收到核查请求之日起的规定时间之内，向进口方海关反馈核查结果详情。进口方海关应自接到出口方海关反馈核查结果之日起的规定时间内，将所核查货物是否具备原产资格的决定通知出口方海关。

在此期间证书签发机构和出口企业甚至货物生产商需要密切配合，根据核查函中进口方海关的质疑点收集相关佐证材料，签发机构对相关材料进行审核确认后，将核查结果如实回复进口方海关。

实践中，东盟优惠证书、中韩优惠证书、 亚太优惠证书（印度）、瑞士优惠证书遭遇核查情况Zui多的。
