为什么要办理领事馆认证盖章？

Why should deal with consulate certification seal?

领事馆认证的目的是向使用文书的外国机构证实文书的真实性，避免因其怀疑文书上签字或印章是否属实而影响文书的使用。

The purpose of consulate certification is to confirm the authenticity of the instrument to the foreign institution using the instrument, so as to avoid the influence of the use of the instrument because it doubts whether the signature or seal on the instrument is authentic.

比如说，国内公证处出具出生公证书，当事人如果不办领事馆认证直接拿到A国使用，A国主管当局无法核实这份文书的真伪，因此将拒绝接受，A国当局会要求当事人将文书经过A驻华使（领）馆确认。

For example, the domestic notary office issued A birth notarial certificate, if the party does not do consulate certification directly get A country to use, A country competent authorities cannot verify the authenticity of this document, so will refuse to accept, A country authorities will require the party to document through A Embassy in China (consulate) confirmed.

而A国驻华使（领）馆也没有中国内公证处签字或印章备案，难以核实文书本身的真伪，因此又会要求文书先经中国官方机构认证，证明有关文书中出证单位的印章及官员签字属实，然后A国驻华使（领）馆再确认中国官方机构的印章|签字属实。此后A国主管当局才会接受此文书。

领事馆认证具有以下几个方面的作用：

（1）通过领事馆认证证明出口商所提交的单据文件上的印章及签字真实，从而向境外机构起一种证明和介绍作用，不致因进口国有关机构怀疑单据文件的真实性而影响该单据文件在境外的使用效力。

（2）通过领事馆认证，可以使被认证的单据文件在中华人民共和国境外发生法律效力，并被进口国有关机构（如贸易主管部门|海关|银行等）所承认和接受，确保出口贸易各项程序（如报盘|申请进口许可|出口结汇）的顺利进行。但是，由于领事馆认证并没有确认和证实单据文件上记载的内容是否真实，所以进口国相关机构仍然可以对单据文件的内容进行审查，以确认能否被进口国所接受。如果经进口国审核，单据文件内容不真实，尽管该单据文件经过领事馆认证，仍可能被拒绝接受。

（3）通过领事馆认证可以使进口国的驻华使馆对我国与其贸易进行统计和审查，特别是就进口国实行特殊贸易政策的货物实施审查并加以控制（如禁止或限制进口|反倾销等）。而且通过领事馆认证可以防止商人的伪造诈骗|弄虚作假和逃税行为。

（4）由于领事馆认证费用较高，因而从某种意义上说，是一种非关税性贸易壁垒，也可以达到变相限制进口的目的。
